Overview
MOD recognises the importance of protecting the environment and being able to demonstrate good environmental management performance. The strategic policy set out in Joint Service Publication (JSP) 815 and the detailed policy given in JSP 418 sets out the framework for the MOD Environmental Management System (MOD EMS). JSP 418 is laid out in the same sequence as the ISO 14001 Standard for environmental management.
Whilst each TLB is expected to adopt the key principles of ISO 14001 and the guidance set out below, some flexibility is acceptable. The work required must be proportional to the potential environmental impacts and the organisation’s other priorities.
The MOD EMS is a systematic approach to incorporating environmental considerations into every business decision including all aspects of policy making, procurement and change management. It provides a framework for managing environmental agendas and for tracking, evaluating and communicating performance. The MOD EMS also provides a framework for continual improvement in performance and represents a long-term commitment to environmentally responsible management.
Benefits and Attributes of a Good Environmental Management System
An effective EMS will:
Define environmental responsibilities for all staff
Identify opportunities to reduce waste, including raw materials, utility use and waste disposal costs
Reduce the risk of fines for non-compliance with environmental legislation.
Ensure all operations have procedures to minimise their environmental impacts
Record environmental performance against set targets
Provide a clear audit trail
Improve reputational standing
An effective EMS includes:
An assessment of activities, processes and services that might affect the environment
Development of an environmental policy
An environmental improvement programme
A training and awareness programme
Written procedures to control activities with a significant environmental impact
Periodic auditing of the system to ensure effective operation
A formal review of the EMS by senior management
Basic EMS Requirements
The following are basic requirements for all MOD branches and establishments:
Ensure that all activities are covered by an environmental management system
That all environmental impacts are identified and actively managed
Establishments must have an active EMS is place and have an appointed Environmental Manager
A robust system is in place to capture and report environmental data
That environmental performance is continually reviewed and improved
Tools & Guidance
In conjunction with JSP 418, the DE EMS Manual will be the main tool setting out all EMS processes and policy. A new version is in draft and will published soon.
The Secretary of State's Policy Statement on Safety, Health, Environmental Protection and Sustainable Development must be complied with by all MOD establishments and individuals. It must be displayed at all establishments and used as a check list for compliance.
