Environmental Management System (EMS)

This section provides an overview of Defence Estates' (DE) approach to environmental management and its environmental management system (EMS). It covers all of the Top Level Budget-Holder (TLB) sites and activities. It provides an overview of why environmental management is important, sets out the objectives DE must meet and provides links to key documents and guidance.

Overview
MOD recognises the importance of protecting the environment and being able to demonstrate good environmental management performance. The strategic policy set out in Joint Service Publication (JSP) 815 and the detailed policy given in JSP 418 sets out the framework for the MOD Environmental Management System (MOD EMS). JSP 418 is laid out in the same sequence as the ISO 14001 Standard for environmental management.

Whilst each TLB is expected to adopt the key principles of ISO 14001 and the guidance set out below, some flexibility is acceptable. The work required must be proportional to the potential environmental impacts and the organisation’s other priorities.

The MOD EMS is a systematic approach to incorporating environmental considerations into every business decision including all aspects of policy making, procurement and change management. It provides a framework for managing environmental agendas and for tracking, evaluating and communicating performance. The MOD EMS also provides a framework for continual improvement in performance and represents a long-term commitment to environmentally responsible management.

MOD Policy
It is an MOD objective to have all activities on the defence estate covered by an EMS based on ISO 14001. As a TLB Defence Estates has full EMS coverage of all its UK sites and activities – this includes the Defence Training Estate which accounts for 0.6% of the UK land area.

It is MOD policy to comply with all environmental legislation and any additional requirements arising from international treaties and protocols to which the UK is a signatory and to maintain a corporate Environmental Management System (EMS) based on ISO 14001. Overseas MOD will apply UK standards where reasonably practicable and in addition comply with relevant 'host nations' standards. Crown or Defence exemptions to legislation are only to be invoked where required to maintain operational effectiveness.

Targets
The Sustainable Operations on the Government Estate targets state:

• Departments to work towards an accredited certified environmental management system (EMS) such as ISO1401 or EMAS

The MOD is to have all activities on the defence estate covered by an EMS based on ISO 14001.

    An effective EMS includes:

  • An assessment of activities, processes and services that might affect the environment
  • Development of an environmental policy
  • An environmental improvement programme
  • A training and awareness programme
  • Written procedures to control activities with a significant environmental impact
  • Periodic auditing of the system to ensure effective operation
  • A formal review of the EMS by senior management

    Tools & Guidance
In conjunction with JSP 418, the DE EMS Manual will be the main tool setting out all EMS processes and policy. A new version is in draft and will published soon.

The Secretary of State's Policy Statement on Safety, Health, Environmental Protection and Sustainable Development must be complied with by all MOD establishments and individuals. It must be displayed at all establishments and used as a check list for compliance.

Other tools are available to assist with environmental management in defence business, equipment acquisition, estate management and estate construction projects:

  • The Project Orientated Environmental Management System (POEMS)
  • The Sustainability and Environmental Appraisal Tool (SEAT) Handbook
  • Defence Related Environmental Assessment Methodology (DREAM)
