Defence Infrastructure Organisation: Structure and governance

The journey towards full operating capability is expected to take around two years from the organisation’s establishment on 1 April 2011. During this time a number of important, strategic milestones will need to be met.

Governance

The organisation is managed on a day-to-day basis by the Chief Executive DIO, currently Andrew Manley. He is supported by the DIO Chief Operating Officer David Olney. There will be a Defence Infrastructure Board (DIB) with wider MOD representation, as well as a member of the Government Property Unit.

Structure

DIO is structured into three key areas:

• The Strategic Asset-management and Programming Team (SAPT) is responsible for developing a Strategic Asset Management Plan. As part of that plan, the SAPT takes requirements from infrastructure users and prioritises them. Some of the SAPT will eventually be co-located with infrastructure users.

• Operations manages the delivery of Hard FM, Soft FM, infrastructure projects, utility management and property management (such as disposals, leases, and planning).

• Corporate Services represents the DIO to the MOD, external organisations and other government departments. It supports the organisation with a range of services such as IT, communications, parliamentary business and FOI, performance reporting, security and business continuity.
