United Kingdom Military Flying Training System - UKMFTS

The United Kingdom Military Flying Training system (UKMFTS) will deliver a cost effective, coherent, flexible and integrated tri-service training capability over a 25 year period to cater for the future flying training needs of the UK Armed Forces.

UKMFTS is a Tri-Service programme that will cater for the different training needs of the entire flying element of the UK front line, ranging from fast-jet, rotary and multi-engine pilots, weapons systems operators, through to all the rear crew disciplines. It will encompass all flying training which takes place from the moment young men and women are selected as potential aircrew, through to their arrival at the conversion unit for their designated operational aircraft.

Aim of UKMFTS
MOD is seeking to deliver a coherent solution across all the training specialisms, ensuring coherence and economy of scale where appropriate, while striking the right balance between the use of live flying and synthetics to provide the quality and quantity of training that is needed. It seeks to exploit the complementary strengths of Industry and the MOD to provide a single integrated system with associated Command and management overlays.

Programme Status

UKMFTS Holistic Programme
The Initial Gate Business Case was approved by the Investment Approvals Board (IAB) and endorsed by both Minister (Defence Procurement) and the Chief Secretary to the Treasury during the latter part of 2002.

Four possible procurement options were identified at Initial Gate. It was concluded that the adoption of a Contractual Partnering approach (a form of Public Private Partnership) would best harness the collective skills of MoD and Industry. The approach will utilise a mix of Public Finance Initiative (PFI) and Smart conventional acquisition to deliver a coherent and flexible “system of systems”. The strategy was approved by the Investment Approvals Board (IAB) in Febuary 2005.

Following the issue of an Invitation To Negotiate in March 2005 and subsequent bid assessment, Ascent (comprising of Lockheed Martin and VT Aerospace) was selected as preferred bidder in November 2006.

Formal negotiations commenced in January 2007. This is a complex procurement and PFI procurement imposes a robust scrutiny and assurance process covering commercial, legal and technical aspects. These negotiations have now concluded and a contract has been awarded to Ascent.

Advanced Jet Trainer Project
Fast Jet training is one element of the UKMFTS Holistic Programme. In 2003, the Secretary of State for Defence announced the selection of the BAE SYSTEMS’ Hawk 128 to fulfil the role of Advanced Jet Trainer (AJT). MOD awarded BAE SYSTEMS a Design and Development Contract (DDC) for Hawk 128 in late 2004. In October 2006 a production contract was let for 28 aircraft with first deliveries planned for late 2008.
