Generally, these factsheets cover material that is already included in the Consultation Document and also add some supplementary information.

Factsheet 2: Decision Process - An overview of MOD standard decision making processes. It is intended to be a handy reference for those reading the Operational Analysis Supporting Paper and lower level analysis documents.

Operational Analysis Supporting Paper (OASP) – This document summarises the evidence currently available to inform SDP decision making, including an assessment of cost effectiveness of the options and initial scoping of Other Contributory Factors (OCF). The OASP brings together the findings of the Investment Appraisal, Operational Effectiveness Report and Other Contributory Factors Report. Readers of the OASP may find the ‘SDP – Our Approach to Decision Making’ and ‘Factsheet 2: Decision Process’ as helpful companion documents that explain MOD processes and terminology.
Non-Technical Summary (NTS) - To the Environmental Report of the Strategic Environmental Assessment (SEA) – This document provides a summary of the SEA process and findings in terms of potential environmental effects arising from the project options and project activities generally. The Non-Technical Summary also includes the specific consultation questions
SDP - Our Approach to Decision Making - This document provides an overview of the SDP decision making process to date and how the remaining decision making steps will be conducted. It is intended for stakeholders who wish to understand MOD decisions processes in greater depth. It has been updated to support the Submarine Dismantling Consultation.
SDP - Our Approach to Public and Stakeholder Engagement - This document sets out the principles and approach adopted by MOD to public and stakeholder engagement on the Submarine Dismantling Project. It has been updated to include detailed plans for the Submarine Dismantling Consultation.
Environmental Report of the Strategic Environmental Assessment (SEA) - This report, alongside its Non-Technical Summary, has been produced as part of the Submarine Dismantling Consultation. The report describes in detail the scope of the SEA, the method of assessment and the findings in terms of potential environmental effects arising from each of the options and the project generally.
Investment Appraisal (IA) – Interim public release version to support the Submarine Dismantling Consultation - This report describes the Investment Appraisal that has been undertaken to assess the Whole Life Cost of each of the project’s options and the financial arguments surrounding them. Although actual cost estimates cannot be published in the public domain at this stage (as they are commercially sensitive), they are presented as ratios and financial rankings for each of the options to allow comparison to be drawn.
Operational Effectiveness (OE) Report - Is the measure of how well options meet the requirements of the project. This report describes the process by which OE has been assessed including the development of criteria and the application of expert judgement using Multi-Criteria Decision Analysis.
Other Contributory Factors (OCF) Report - Are those factors that cannot be measured in terms of cost or effectiveness but which, nevertheless, have a bearing on the decision making process. This report presents an initial review of the range of OCFs that are likely to have a bearing on the options. OCFs have not, however, been considered in the formation of proposals for consultation but they will be fully assessed once the public consultation responses are available, in order to inform decision making.
Multi Criteria Decision Analysis (MCDA) Data report - For development of the Combined Operational Effectiveness Investment Appraisal (COEIA) - This report contains supporting data used to inform the expert panels involved in the most recent MCDA process to assess the Operational Effectiveness of the options.
SDP Advisory Group Observers’ Report - A number of independent observers, from the SDP Advisory Group, attended key workshops associated with the Technical Options Study, the MOD Proposed Options Study and the most recent Multi-Criteria Decision Making Analysis workshops for the assessment of Operational Effectiveness. This is a report of their observations on the workshops and the options analysis process more generally.
Benefits Report - The Benefits Report describes the potential benefits and disadvantages arising from SDP. These have then been used in the development of both requirements and, where appropriate, criteria for the assessment of options.
User Requirements Document (URD) - The URD is a formal statement of SDPs needs and includes all the legal, policy, environmental and operational requirements which must be satisfied for a solution to be viable.
Integrated Options Report - The Integrated Options Report describes the different ways in which SDP may be delivered, including how radioactive waste will be removed from the submarines, where the removal will be carried out and on what type of site the waste will be stored. The Report describes the ‘short list’ of viable options which have been assessed in terms of their effectiveness and whole life cost.
Site Criteria and Screening Paper - This report describes the process and criteria that were applied to screening of candidate sites for initial dismantling and the types of site to be considered for storage of Intermediate Level Waste.
Worker Dose Assessment Calculations - This report details the normal dose assessment that has been produced to generate a ‘best estimate’ of collective worker dose associated with each technical option for removing radioactive materials from submarines.
Reactor pressure Vessel (RPV) Transport Feasibility Report - This report establishes the feasibility of transporting RPVs from out-of-service submarines over land in the UK. It overturns an assumption made in earlier studies that transportation of RPVs would not be feasible.
Facility Gap Analysis - This report provides an early indication of the additional infrastructure requirements that may be required by Rosyth Dockyard or Devonport Dockyard to support a “cut up” initial dismantling methodology.
Example Green Passport - This report is a Green Passport for HMS CONQUEROR, one of the out-of-service submarines currently in afloat storage. A ‘Green Passport’ is a document that details all the potentially hazardous (non-radioactive) materials on board a vessel. Similar documents will be produced and maintained for all out-of-service submarines and are a pre-requisite for the ship recycling activity.
Packaged Waste Container Selection Report - This study is directed at selecting an appropriate container for the Intermediate Level Waste (ILW) realised from submarine dismantling if a “cut up” initial dismantling methodology were to be chosen. Standard generic waste package designs produced for the civil nuclear industry by the Nuclear Decommissioning Authority’s Radioactive Waste Management Directorate and some non standard waste packages are assessed. The lifecycle risks and mitigations for the preferred container are also identified and assessed.
Draft Habitats Regulation Assessment – This assessment fulfils the requirement of the UK Habitats Regulations, to consider whether the SDP could affect the integrity of any ‘Natura 2000,’ European-protected wildlife sites around Devonport or Rosyth. The draft assessment is being formally consulted upon with the relevant Statutory Bodies and will be finalised once consultation is completed.
Strategic Environmental Assessment (SEA) – 1st Stage Scoping Report - This report was used to develop the scope of the Environmental Assessment, on a non-site specific basis, in consultation with Statutory Consultees.
Strategic Environmental Assessment (SEA) – 2nd Stage Scoping Report - This report was used to develop the scope of the Environmental Assessment, on a site specific basis for initial dismantling sites, in consultation with Statutory Consultees
Strategic Environmental Assessment (SEA) – Final Scoping Report - This report describes the final scope of the Environmental Assessment, developed in consultation with Statutory Consultees, that was then carried out and documented in the Environmental Report.
MOD Proposed Option Study (MPOS) Technical Options Analysis - This report is the final output from the MOD Proposed Option Study (MPOS) conducted in 2010 on the technical options for removing radioactive waste from submarines. It sets out the analysis and findings of the MPOS in terms of the cost and effectiveness of the 3 credible technical options. It should be noted that the findings and underpinning assumptions of this study have, in a number of key areas, been superseded by more recent work. It should not therefore be taken, in isolation, as indicative of MOD’s proposals for consultation.
MOD Proposed Option Study (MPOS) Conference Report - This is the report of the Desk Officers’ Multi-Criteria Decision Analysis (MCDA) Conference, conducted in 2010 on the technical options for removing radioactive waste from submarines. It should be noted that the findings and underpinning assumptions of this study have, in a number of key areas, been superseded by more recent work. It should not therefore be taken, in isolation, as indicative of MOD’s proposals for consultation.
MOD Proposed Option Study (MPOS) Data Report - This is the data report used to inform delegates at the Desk Officers’ Multi-Criteria Decision Analysis (MCDA) Conference, conducted in 2010 on the technical options for removing radioactive waste from submarines. Independent Peer Review Report on MOD Proposed Option Study (MPOS) - This document comprises the findings of the Independent Peer Reviewer in their role as an observer at the MPOS Senior Officers’ Conference held in 2010. It should be noted that the findings and underpinning assumptions of the MOD Proposed Option Study have, in a number of key areas, been superseded by more recent work. It should not therefore be taken, in isolation, as indicative of MOD’s proposals for consultation.
Technical Options Study (TOS) - Was conducted in 2008 (when the project was known as ISOLUS) as an early study to compare the technical approaches for removing radioactive waste from the submarines and storing Intermediate Level Waste. It should be noted that the findings and underpinning assumptions of the TOS have, in a number of key areas, been superseded by more recent work. It should not therefore be taken, in isolation, as indicative of MOD’s proposals for consultation.
