Submarine Dismantling Project - Details of Consultation Events

The Submarine Dismantling Consultation starts on 28 October 2011 and closes on 17 February 2012. The aim of the consultation is to seek the public’s views on the MOD’s proposals for dismantling defuelled nuclear-powered submarines and for safely managing the radioactive waste that arises.

What are we consulting on?

The consultation will inform the three key decisions that MOD needs to take to progress the project:

  • How the radioactive material is removed from the submarines;
  • Where we carry out the removal of the radioactive material from the submarines; and
  • Which type of site is used to store the radioactive waste that is awaiting disposal.

We are also seeking the public’s views on our assessment of the environmental effects of submarine dismantling as set out in the Environmental Report of the Strategic Environmental Assessment (SEA).

There will be various routes and opportunities to respond but the Consultation Document, its key questions and supporting material will be the focus of the consultation. While all comments will be welcomed, the Consultation Document will pose a number of questions, designed to help us understand the public’s views on these three decisions.

A range of information will be published for experts and non-experts alike to help them understand the project, the decision making process and the options being considered so that they may form their views and to respond in an informed manner. Technical information, including background studies and analyses, will also be made available for those who wish to follow the process in more depth.


Previous Consultations

Two previous public consultations have taken place on the project; the Front End Consultation (FEC) and the Consultation on ISOLUS Outline Proposals (CIOP) which took place between 2002 and 2004.

The FEC sought to identify what members of the public and other key stakeholders considered should be taken into account when developing a solution for submarine dismantling. The CIOP considered the proposals put forward by four industry groups to meet the ISOLUS (Interim Storage of Laid-Up Submarines) requirement for the final disposal of 27 redundant nuclear powered submarines.

Over 100 recommendations came forward from the two consultations. All of the feedback and recommendations received have been assessed, documented and are available to view in the Document Library (see related pages). These recommendations have all been considered in the preparation for the forthcoming Submarine Dismantling Consultation.
