Joint Lessons Cell

The Joint Lessons Cell (JLC) is a small research team which is part of the Development, Concepts and Doctrine Centre (DCDC).

Established in 2003 on the Shrivenham site, the JLC also subsumed the Tactical Doctrine Retrieval Cell now renamed the Defence Information and Research Cell (DIRC). The JLC acts as a focus for MoD lessons and as a repository for lessons learned across the Services

The JLC's mission is to enable the timely exploitation of endorsed lessons, doctrinal and historical material, from both national and multinational sources, in order to improve Defence capability.

To carry out its remit, the JLC provides a 'basket' of support services, primarily to DCDC, but available, on request, to the wider MoD and other Government Departments.

The four principal areas of activity are:

  • The MoD Lessons Network and its key component, the Joint Lessons Library (JLL), is a '24/7' website, with a powerful search engine. The JLL contains all the military lessons learned from recent UK operations (at the Joint, operations level and above). Lessons from multination and coalitions operations as well as Non Government Organisations are also collated
  • The Defence Lessons Identified Management System (DLIMS) is managed by the JLC, on behalf of the MoD, to provide greater transparency to the lessons staffing process
  • The DIRC collects, categorises and disseminates original military papers, post operations reports and commentaries on military subjects. The bulk of the documents cover post 1939 to the present date but the team have the capability to look at other periods if requested. In addition, they have a wide network of contacts throughout the academic, defence and commercial sectors and can thus obtain information from a variety of resources. Most of the information held is unclassified and is in electronic format
  • The Historical Research Analyst (HRA) acts as the focus for the detailed analysis of previous military operations in order to provide empirical evidence to support the various outputs of the DCDC

Any military officer or civilian employed by the Ministry of Defence may request information from the JLC. However, access to the JLL is strictly controlled and is granted on a case-by-case basis, following the completion of an application.

MoD employees and members of the public may request information directly from the DIRC but the public's requests will take a lower priority than those made by Government Officers
