On his arrival in the Helmand capital of Lashkar Gah for the first time since becoming Defence Secretary, Mr Hutton met with the Helmand Governor, Governor Mangal, before flying to Musa Qaleh.
Mr Hutton said:
"It is a vital sign of improving security conditions that I have been able to stand in Musa Qaleh district centre today. Twelve months ago this was a Taliban stronghold, but forces led by the Afghans themselves reclaimed their town and drove them from the area and now, slowly but surely, it is showing real signs of development.
"Afghan security forces, supported by international forces, are becoming more capable and increasingly able to plan and lead operations effectively. The Afghan National Army has been a considerable success story and I welcome plans to expand it.
"I am realistic, however, that there is still much to do and we remain understandably focused on providing the security conditions to allow reconstruction and governance to take place. There is no doubt in my mind that the UK's top priority should be to do everything we can to aid the improving reach of the Government of Afghanistan across Helmand. Through improved governance, we can help the people of Afghanistan to live in lasting peace."
In the afternoon, Mr Hutton met the Commanding Officer of the Afghan National Army in Helmand, General Mohaiyodin, before visiting troops and medics in the field hospital at Camp Bastion.
