Disposals Services Authority

The DSA intends to continue in its role as the leading organisation in the UK for disposal services on behalf of the public sector. This will cover all saleable material that is surplus to requirements and will extend, where feasible, to hazardous waste (except nuclear waste). Whenever possible, the DSA will seek to recycle equipment and material and contribute disposal policies aimed at protecting and enhancing the environment.

The DSA, with its skill base, will lead multidisciplinary (public/private) teams in collaboration arrangements to assist with many aspects of sales including long-term support opportunities for UK industry regarding sales of major military platforms.

In line with the Government’s sustainability agenda, the DSA plays a constructive role within MoD, advising MoD Project Teams (PTs) on the disposal phase of the through-life management of equipment, taking account of its ultimate disposal, to maximise the sales return at the end of the equipment's operational life and minimising any negative impact on the environment.

Team Objectives

  • To seek the optimum method and level of service of disposal for surplus material.
  • To secure the best overall return to the taxpayer from the sale of publicly owned major equipment and stockholding.
  • To contribute to the realisation of defence export targets and to build close relationships with industry and foreign governments in order that the DSA is able to offer the most effective forms of all types of sale, those being Direct Government to Government, Marketing Agreements, Public Auctions, Competitive Tender Sales, Private Treaties and Recycling/Reclamation Sales.
  • To produce a cohesive sales policy in order to increase the transparency of the DSA, so that its actions may be more clearly understood by its customers.
  • To ensure that all its business is compliant with current legislation, especially in the increasingly important fields of Health and Safety and environmental law.
  • To support Government policy by offering assistance, advice and disposal services to wider public sector customers comprising Other Government Departments, agencies and local authorities, so that they may benefit from the experience of the UK's largest seller of surplus public assets.
  • To strive to find new areas of business so that wastage through duplication within the public sector is kept to an absolute minimum.
