RCDS Delegation visit Centre Des Hautes Etudes Militaires May 2010

From the 25 to the 28th of May a delegation of UK Members travelled from London to Paris for a series of bilateral discussions with French Members of the Centre Des Hautes Etudes Militaries (CHEM).

This annual event alternates between Paris and London and aims to enhance further the links between the UK and French military and diplomatic establishments through the discussion of current strategic issues.

This year the delegates discussed three topics:

  • Discuss the evolution of the NATO strategic concept and consequences for the ESDP after Lisbon, and make a first analysis of the impact/performance of the EU External Action Service.
  • In light of recent operations, discuss the chances of success of McChrystal’s doctrine? What, if any, are other possible strategies?
  • Compare France’s “Livre Blanc” to the direction indicated in the UK’s Green Paper and identify what the implications are for convergence between the UK and France.

The discussions were lively and constructive, with the joint seminar groups reporting back on their views to the respective Commandants from CHEM and RCDS on the final day.
