The Nation's Commitment: Delivered Commitments

'The Nation's Commitment: Cross-Government Support to our Armed Forces, their Families and Veterans' is designed to end any disadvantage that armed service imposes on our people, their families and veterans. It specifically seeks to counter the difficulties that follow from being required to move around the country or the world, and identifies those areas where special treatment is needed to achieve this. Here you can find details of the key commitments that have been delivered to date.

Armed Forces Compensation Scheme

  • An uplift of payments made under the Armed Forces Compensation Scheme which has doubled the tax-free lump sum payment for the most serious injuries, raising the maximum lump sum payment to £570,000. All recipients, according to severity of injury, were entitled to and have received an uplift of between 10% and 100% in their upfront lump sum payment. (Commitment 1)

Health

  • IVF Stability. Enabling Service families to remain in one location (where possible) whilst undergoing assisted conception on the NHS (Commitment 6)
  • Prosthetic Limb Provision. Service leavers will be provided with the same high standard of prosthetic limbs currently used by the MOD the when being treated by the NHS.

Housing

  • Priority access to Affordable Homes Schemes for seriously injured personnel in Wales and Scotland (Commitment 9)
  • Affordable Homes. Extended access enabling Service leavers to apply for affordable homes schemes for 12 months after leaving the Armed Forces (Commitment 10)
  • Affordable Homes. The launch of a £20M MOD Pilot Scheme designed to help Serving personnel with 4 to 6 years service purchase their own home on a shared equity basis with funding provided by MOD (Commitment 11)
  • Defence Accommodation Management Strategy has been published (Commitment 12)
  • Adapted Affordable Homes Means Test. Disregard of any AFCS/War Pension Scheme Payments when applying for the schemes (Commitment 14)
  • Disabled Facilities Grant Means Test. Disregard of AFCS/War Pension Scheme Payments when applying for social housing (Commitment 15)

Education and Skills

  • Improved School Place Allocation and fair access protocols which ensure Service children have a guaranteed school place and the ability to apply for a school place prior to moving to a new area on receipt of a posting notice if a new living address is not yet available (Commitment 20)
  • Education and Training for Service Leavers - Service leavers with six years service who have previously been members of the Enhanced Learning Scheme can apply for funding to cover tuition fee expenses for an additional qualification. This is up to and including degree level courses. (Commitment 24)
  • New opportunities for Basic Skills training for Families (Commitment 25)

Benefits

  • New Deal Employment Programmes - Improved Service Family Access helping Service families into work (Commitment 33)
  • Seamless Transfer onto Benefits on leaving the Armed Forces – DWP will now accept Service Medical Board evidence in lieu of face to face medical assessment to confirm entitlement to Incapacity Benefit where the Service Medical Board determines a severely disabled person can no longer be employed by the Armed Forces (Commitment 34)

Building Careers

  • Support to the Volunteer Reserve Forces (Commitment 36)

Support to Foreign and Commonwealth Service Personnel and their Families

  • Settlement for dependants of Foreign & Commonwealth Service personnel whose spouse has completed at least five years continuous service (Commitment 39)
  • Unmarried/same-sex partners of Foreign & Commonwealth Service personnel entitlement to apply for settlement providing their civil partner, unmarried or same-sex partner has completed at least five years continuous service (Commitment 40)
  • Entitlement of children of Foreign and Commonwealth Personnel born overseas to gain UK citizenship (Commitment 43)
  • Eligibility for Home Fee Status for Foreign & Commonwealth families (Commitment 44)

Pay

  • Armed Forces Pay Review Body – Acceptance of pay recommendation and commitment to the process (Commitment 47)
