SPVA Future Contract

Service Personnel and Veterans Agency (SPVA) was formed in Apr 07 as a result of the merger of Armed Forces Personnel Administration Agency (AFPAA) and Veterans Agency (VA). The agency has responsibility for delivering reliable, trusted and efficient personnel services to the serving and veteran communities.

SPVA delivers a significant element of its personnel services through an Industry supplier. An initial 12-year HR service provision agreement expired in Nov 2009. This arrangement was replaced by the current 3-year SPVA service delivery contract, awarded under competition, which expires in Nov 2012. The services currently delivered under this agreement comprise a variety of personnel administrative services for members of all 3 Services, the development and maintenance of associated Information System (IS) applications and elements of IS infrastructure as well as a small number of support services to SPVA at some of its 4 sites.

When the current contract ends in Nov 12 the Chief Executive of SPVA has to be able to continue to deliver the Agency’s outputs for its wide variety of customers. It is likely that this will be achieved through a competition of a longer-term service delivery requirement.
