Director General Defence Commercial (DGDC) provides strategic leadership across the full range of MOD acquisition, procurement and commercial activities, and is responsible to PUS for all aspects of the Department's commercial performance.
DGDC is the Department's Commercial Process Owner and is responsible for the future direction and development of industrial strategy and the Department's commercial relationships with industry; providing the commercial policy and process framework, functional standards and tools for achieving commercial value for money across defence and providing professional leadership of commercial staff across MOD. DGDC leads for Defence in Government-wide development of commercial policy. DGDC reports to PUS and is a member of the Investment Approvals Board (IAB).
DGDC consists of:
Director Industrial Relations
Responsible for the external industry-facing activities requiring deep, long term understanding of the industrial base, managing strategic relationships between industry and MOD and establishing a rules-based environment in which to do business and deliver value for money.
Head of Secretariat (Industrial Policy)
Responsible for leading cross-Government dialogue to develop industrial policy/strategy and internal stakeholder engagement across MOD to support the decision-making process on industrial and commercial policy issues.
Head of Commercial Assurance and Governance (CAG)
Provides scrutiny advice to DGDC as a member of the Investment Approvals Board on individual investment decisions and ensures an effective commercial process and system is maintained and applied effectively across MOD.
Director Commercial Services (DCS)
Ensures the commercial practitioners across Defence have the guidance, tools and advice that they need to carry out their work effectively, efficiently and in accordance with best practice. Also, ensure the development of professional skills across the commercial community and their application across Defence. DCS consists of the following teams:
Head of Commercial Systems
Provides comprehensive commercial policy advice and guidance that translates strategy/policy into tools to do business.
Strategic Workforce Planning
Develops a professional skills framework for commercial practitioners and undertakes strategic manpower planning for the community.
Head of Intellectual Property Rights (IPR)
Provides specialist IPR services to MOD.
Head of Commercial Process and Governance (CPaG)
Supports DGDC in obtaining the best deal for defence through driving consistency, efficiency, economy and continuous improvement in commercial processes.
