Acquisition Safety and Environment Group (ASEG)

ASEG primarily exists to serve the needs of the DE&S safety and environmental management boards, through a combination of policy, instruction, process and assurance. We produce reports and statistics to demonstrate that TLB objectives and targets are being met and that sufficient progress is being made with continuous development and performance improvements.

ASEG is a Functional Group under CESO (DE and S) within the DG Safety and Engineering (DG S and E) Cluster that provides corporate support to the Defence Equipment and Support (DE and S) senior managers in the area of acquisition safety and environmental policy implementation, strategy, processes and assurance.

Safety and Environmental Management Instructions (SEMIs) are published that set the S and E requirements for the organisation, together with the Acquisition Safety and Environmental Management System (ASEMS) that gives processes for safety and environmental management. The team also provide supporting guidance, tools and training to IPTs. ASEG also provides support to the wider MOD through sponsorship of the management of Def Stan 00-56 and input into policy-making areas.

ASEG Role

The ASEG role is to provide the safety and environmental infrastructure through the development and maintenance of a safety and environmental management system; representing the organisations views and requirements within MOD and to external bodies, to support the DE and S Executive Boards and IPTs in the discharge of their responsibilities.

Its role includes: Advice and guidance to DE and S Management Boards, managers and business areas on the management of safety and environmental issues and responsibilities in respect to the procurement and support of equipment projects;

Representation of the views of DE and S to other MOD organisations' customers, HMG Departments and Industry; to determine requirements, effect implementation and influence developing legislation, HMG policy and MOD policy;

Provision of processes, tools, training programmes and management systems needed to ensure consistent and reliable safety and environmental management and performance;

Provision of performance and assurance mechanisms and reports. To provide assurance to CDM and DE and S management boards, L and P managers and IPTs, that their performance requirements for safety and environmental management are being met.

ASEG Workstreams
Policy: Development of safety and environmental policy application in Acquisition, including Sustainable Development and Procurement;

Assurance
Provision of the safety and environmental audit and assurance service to meet the needs of CDM;

e-Tools
Development of tools, techniques and information services for corporate and IPT use; ASEG are responsible for the development and provision of electronic tools which will enable the collection and processing of safety and environmental performance information from across the supply chain.

Training
Sponsorship of POEMS training at Shrivenham by Cranfield University Short Course Centre and POSMS training provided nationally through our partners Advantage Technical Consulting;

ASEMS
Provision of the Acquisition Safety and Environmental Management System comprising the POEMS and POSMS procedures, the Safety and Environmental Management Instructions (SEMIs) and accompanying process maps.






Mission and Vision

ASEG Mission : To improve, and provide consistency and coherence to, the DE&Ss performance and level of assurance in respect of its Safety and Environmental Management Responsibilities.


ASEG Vision : To deliver fully integrated Safety and Environmental processes that support the responsibility of DE&S senior managers and IPTs.  The ASEG business plan has specific objectives and targets which are used internally to measure the performance of staff, and contractors and suppliers working for the organisation.

  • Competency and Training requirements and programmes;
  • Procedures and processes;
  • IT Tools and Management Systems to support safety and environmental management;
  • Support to Management Boards, Working Groups and Steering Groups;
  • Provision of equipment safety and environmental assurance to CDM.
