This consultation concerns the implementation of the new European Directive on defence and security procurement. The Directive will introduce new procurement rules for contracting authorities/entities, aimed at opening up the European defence market.
Implementation of the New Directive is mandatory. However some elements are optional and we seek views from our stakeholders on possible options for provisions over which Member States have some discretion. In particular, we would appreciate stakeholders’ views and feedback on the following:
a. The new provisions of the New Directive;
b. those provisions which are adapted from the equivalent
provisions in the Classic Directive and/or the Utilities Directive and/or the Remedies Directive;
c. the proposed and/or possible approaches to the implementationof the optional elements of the New Directive, to gauge preferences and inform decisions on the options.
The consultation will run from 11th December 2009 to 10th March 2010.
Once feedback has been analysed and the results have been collated, MOD will consider the responses and then publish a summary later in 2010 as part of a second round of consultation.
