Military Aviation Authority Regulatory Publications (MRP)

NAA 03/12 amends RA 1420, effective immediately.

NAA 02/12 refers to MAA 01 amendments resulting from MAA Operating Model Implementation, effective immediately.

NAA 01/12 publishes RA 1140 Military Air System Technical Data Exploitation, effective immediately.

Due to minor errors, typos or clarifications being required to various publications, the AIL process is being employed prior to the next major up-issue being published. Below details those documents affected, and the date they were uploaded to the Internet WebPage. Please refer to NAA 07/11 for further detail below. NAA 07/11 introduces various changes across the MRP from 20th December 2011.

Tranche 3 introduces AIL 1 and 2 to initial issue RAs and Manuals within the MRP. Documents changed include:

Notice of Approved Amendment NAA 06/11 introduces AIL 2 to RA2135. NAA 06/11 is available through the associated documents link for further detail.

Notice of Authorised Amendment 04/11 referring to RA2135 Ail1 is now available, with immediate effect. RA2135 can be found through RA 2000 Series link. Notice of Authorised Amendment 05/11 referring to RA2330 Ail1 is now available, with immediate effect. RA2330 can be found through RA 2000 Series link.

Following Notice of Proposed Amendment 01/11 concerning the publication of RA5724 - Life Extension Programme, RA5724 has now been published and is now available through the 5000 Series Link. Notice of Authorised Amendment (NAA) 03/11 refers.

With effect from 1 April 2010, the Secretary of State for Defence (SofS) established by Charter the Military Aviation Authority (MAA) as the single independent regulatory body for all Defence aviation activity. As the 'Regulator', Director General MAA (DG MAA) is accountable to SofS, through the 2nd Permanent Under Secretary of State (2nd PUS), for providing a regulatory framework, given effect by a certification, approvals and inspection process for the acquisition, operation and airworthiness of air systems within the Defence aviation environment. DG MAA is responsible for providing assurance to SofS that the appropriate standards of military Air Safety are maintained and is the Convening Authority for Service Inquiries into aircraft occurrences.

Regulatory Framework. DG MAA is the owner of the MAA Regulatory Publications (MRP) and has the authority to issue them on behalf of the SofS. There are 3 MRP documentation levels:

Regulatory Articles (RA):

1000 Series: General Regulations (GEN).
2000 Series: Flying Regulations (FLY).
3000 Series: Air Traffic Management Regulations (ATM).
4000 Series: Continuing Airworthiness Engineering Regulations (CAE).
5000 Series: Design and Modification Engineering Regulations (DME).

MAA01 is the capstone for the MRP and provides DG MAA's overarching policy on the regulation of military aviation activity. It provides the linkage between the MAA Charter and the underpinning regulation, guidance material and supporting manuals delivered through the MRP. It also provides the regulatory principles and relevant points of contacts for matters arising out of the MRP.
